Winter Sidewalk Responsibilities in Downtown Kingston
Winter has arrived in Ontario, bringing months of snow and ice to our streets and sidewalks. Keeping Downtown Kingston safe and accessible requires a team effort between property owners, the City, and the BIA.
Your Responsibilities as a Property or Business Owner:
You are required to clear snow and ice from all sidewalks adjacent to your property—including the front and sides—promptly after each snowfall and maintain the sidewalk daily.
This isn't just good practice; it's the law. Kingston's bylaw requires sidewalk maintenance, with fines starting at $125 for non-compliance. This applies every day, including when your business is closed. Keeping sidewalks clear protects pedestrians and ensures downtown remains welcoming and accessible throughout winter.
What Public Works is responsible for:
Streets: Plowed, sanded, and de-iced within 4 hours of snowfall
Sidewalks: Plowed, sanded, and de-iced within 24 hours of snowfall
Ice removal: Sidewalks treated within 48 hours of ice formation
What the BIA Provides:
The BIA Street Crew focuses on clearing intersections of snow and ice buildup, and maintaining access to garbage receptacles and public seating. After major snowfalls, please allow a few days for the crew to complete work throughout the entire downtown core.
